The Government of Aragon, in a clear exercise of arbitrary power, has again mocked the rule of law and the rights of citizens. It has done by adopting a Public Employment Offer-la for the year 2011 - again in contravention of the Basic Statute for Civil Servants and Civil Service Law Aragon, incurring the same practice who was sentenced earlier this year by the Supreme Court by annulling Public Employment Offer, 2007 for violating the right of public access to public recognized in Article 23.2 of the English Constitution.
Neither the operational requirements of public services are addressed and, of course, hundreds of posts occupied by temporary are included in the Offer, as required by law govern the scope of the Act, as it seems the current government practice Aragon is an inevitable factor to discredit and, of course, of irritation for people who see their rights violated by those who should be the first to secure them.
If the goal of every democracy must be to help ensure a decent society, where public authorities do not humiliate people, and a civilized society, where citizens do not humiliate each other-in the lucid formulation did Israeli philosopher Avishai Margalit, we can say that this objective is not achieved measures like those adopted by the Government of Aragon, measures that violate the rights of citizens "intentionally," indecent actions that contribute to a society increasingly indecent, in which public power is more power, arbitrary rule on the fate of people-and less public, ie, less legitimate and less democratic.
The offer approved by the Public Employment Government of Aragon used to portray a government that, during his years in office, has demonstrated a continuing disregard for the proper functioning of the administration, there is the shameful use of the jobs of Cabinets, unchanged, Despite the allegations made, and the right of citizens, ie, for their dignity as citizens, to which he believes he can deprive of their rights. The approval of this offer demonstrates the true spirit of those who run the public Aragon, failed to take the slightest sign of personal dignity before contributing, following the pronouncement of the Supreme Court, maintaining the policy unconstitutional staff followed in recent years.
Those responsible for public service, we imagine, be aware of the risks they take with that approach, and that this partnership will not consent to this form of governing and guiding the public is imposed against the most elementary requirements of the State of law.
