The Government of Aragon administrative organization is undeniably relevant to the proper development of the institutional activity of the autonomous region, with an out-standing impact in the real education, employment and economic fabric of society Aragon, to sue and take in its many and varied areas of activity more than forty thousand public servants of the most different fields and careers.
The high level of administrative organization and its extraordinary diversity endow it with a particular complexity, which recommend or require that both the set of political and administrative leaders for their planning and direction, accompanying social partners and economic, social organizations and citizens, to their knowledge, have available basic information on the magnitude and evolution of the Regional Administration, as operating conditions of concern and interest to all citizens.
The public nature of the administrative organization, its status as a provider of services to citizens and the obligation to provide access to its functions and jobs to all citizens on equal terms, in keeping with principles of merit and ability, as indicated in articles 103 and 23.2 of the English Constitution, are also reasons which require a sufficient knowledge the structure of public employment and every one of its most significant.
However, despite the significance of information brought, there is no public document prepared by the Autonomous Community of regular structured and designed to show this reality. Diagnosis Aragonese civil service, presented at the time by the then Director General of Public Service, to the Institutional Committee of the Parliament of Aragon, surprisingly and inexplicably devoid of any numerical data that would allow quantitative and qualitative approach to reality of the public. Therefore, and in response to the above reasons, we propose that the Department of the Presidency, through its Directorate General of Civil Service issues a semiannual report on the basic variables and the evolution of public employment, accessible to all citizens, which, in addition to data already appearing in the statistical bulletin issued by the Ministry of Public Administration, including other information of relevance and interest outstanding, as are those of temporary employment, temporary coverage of jobs and number of personnel of public enterprises as an essential element of accountability for the management of the Administration of the Autonomous Community.
