FREE AND CONSISTENT EXERCISE OF FUNDAMENTAL RIGHTS. CIVIL
institutions have at all times, continuity, avoiding institutional gaps that may occur involving any of the branches of government. Thus, the Permanent Deputation guarantees the exercise of the powers and authority of Parliament, during periods of inactivity or after mixing it, and the Government does the same functions as the powers of the executive, with the logical constraints or modulations expressly established.
However, if something is constant and continuous in a democracy is the status of citizens and their right to exercise freely, the fundamental rights granted directly by the Constitution. Neither the electoral process and the transitions that can live in public institutions-in-term changes are a cause for suspension of fundamental rights of citizens.
This comes about that this partnership activity has been exercised in the course of the legislature and, of course, intends to continue practicing in the weeks and months ahead, as our region continues to have forced institutions to ensure the observance of the rights of citizens, among which are some we have been claiming tirelessly since our creation: the right of access to public service and the right of petition, both are fundamental to democratic state building carried out by our Constitution.
hope that the Government of Aragon has the ability and willingness to exercise its institutional responsibilities between now and the constitution of the future government that emerges from the May elections and that, regardless of the electoral process and institutional renewal is derived from, ensuring the exercise of such rights, although it has not done over the legislature now ending.
hope that the current Minister of Presidency, Eva Almunia, proceed to the execution of judgments of the courts, as dictated by the Supreme Court on public job, whose implementation we will have to claim the High Court Justice of Aragon to the incomprehensible inactivity and silence of those responsible for the Department Chair-and respects the right of petition served by this Association in relation to different issues of public Aragon.
not subtract any significance to the importance of an electoral process as the highest manifestation of the self-governing citizens, "but precisely because we focus on the citizen and not on the political forces that seek to represent and govern, we would not is time to suspend the exercise of fundamental rights, but to exercise the same normality and responsibility can be exercised at any time of the legislature.
