OUTRAGEOUS. INDECENT
sentiment caused by the illegal and arbitrary exercise of political power in the citizens of a democracy because we are nothing, though it seems forgotten or ignored by those most this should have it, can not be other than indignation. Outrage that in the case of this association does not result in discouragement, apathy or disaffection toward the political system, but quite the opposite. The first and most disaffected democratic politics are those who govern with authoritarian attitude, putting his willingness and interest to the law and the public interest, and therefore, only from the appeal and demand for democratic principles, it is possible to react against all forms of government to ignore.
From Joaquín Costa, which marks the centenary of his death this year, with a wonderful exhibition in the auditorium of the University of Zaragoza, whose indignation against the English political farce remains in full force today-up to Stéphane Hessel, figure prominent of the French Resistance against the barbarity of the Nazi regime and the occupation of France and one of the drafters of the Universal Declaration of Human Rights 1948, who has written a pamphlet entitled "Indignaos", which is called the indignation of the young generation to defend the values that previous generations sacrificed his life, demanding free spirits and have lived and live a sling personal outrage against the reality that they have to live and have wanted and want to alert the conscience of his countrymen against the danger of accepting the farce, domination and irrationality of power, because it not only kills our essence of human beings rational and free, but our status as citizens, governed by the laws we ourselves.
Outrage leads us, therefore, the Aragón Government's decision to approve the Bid for Public Employment for 2011, as its contents, which directly affects a fundamental right of citizens, such as access to public service, does not comply with the law or the Constitution, and therefore represents an arbitrary and illegitimate exercise of political power.
directs the Government of Aragon, lest we forget, the Administration of the Autonomous Community of Aragon, and in its remit is to approve the annual Job Offer Pulice for necessary fill vacancies, but in the exercise of that power, like the rest of the government and all citizens, is subject to the legal system so that its decision must conform to legal requirements, marked here by the Basic Statute for Civil Servants and the Law on Civil Service of the Autonomous Community of Aragon.
The Government of Aragon has no freedom of contract enjoyed by employers or private entities, but the conditions of access to public service, starting with the terms to be approved at the Annual Public Employment Offer, are identified by law, as it can not be otherwise, because such access is configured as a fundamental right of citizens.
However, despite the criteria set recently by the Supreme Court on the conditions to be approved the Public Jobs, expressly disavowing practices and convincing the Government of Aragon, it disregards the ruling of the Supreme and continues to be guided exclusively by their strict will that only be described as arbitrary and unlawful.
This decision does not satisfy or exhaust the capacity for indignation of the Association, the outrage at the practices of this Government's civil service was, among other reasons, which has led its members to unite and act for longer four years, "but we produced a special, particular and intense indignation, as we believe it should occur to any citizen who values the rule of law, to be aware of what is at stake, if it breaks with decisions that consistently violated as in this case, "and logically pass outrage to action, action that corresponds to citizens in a democracy and the rule of law, through freedom of expression, criticism, reporting and recourse to the courts.
We do not deserve, as citizens, a government that does so, nor can support politicians who disregard the rights of citizens, those who claim to serve, to aspire to public office, claiming the vote to those who just disappoint. Somo before voters and citizens who appeal to us as voters should respect, above all, our status as citizens. Our rights that we identified and it is not possible to seek our vote, exercise the right to vote-by who previously denied or canceled us, with its arbitrary decision-our right of access to public, thereby demonstrating the effect exclusively instrumental to our rights granted, always subject to personal will and interest.
We are outraged that this happens, but our anger occurs because we believe in the rule of law and democratic values, and we do not accept that those who govern the ignorant and vulnerable, especially if it occurs in the field of Administration, whose sole purpose is precisely to ensure the implementation of laws.
