BALANCE IN GOVERNANCE: LETTER A MARCELINO IGLESIAS.
The lack of response and responsiveness by the President of the Government of Aragon, Marcelino Iglesias, the various requests and proposals from the Association on public ethics, along of the legislature concludes, it is not anecdotal, but is an indicator of the priorities of the work of government in our region and place that the quality of democracy has in the program.
lines that mark the work of government influence both the activity of the institutions and in their own appearance and image, and determine their perception of the public and also by analysts of public life and institutional quality.
proud of the program can not be made by the Government of Aragon in the field of good governance or democratic quality, because it has lacked initiative and commitment in this area, which are a result of low standards of transparency and public ethics that guide institutions and the Government of Aragon and the Cortes of Aragon.
Marcelino Iglesias, and ultimate responsibility of the Government of Aragon, has been unable to transfer to the Autonomous Community of the measures adopted by the General Administration of the Government of Spain, so that actions that are excluded and punished in the State for members of the Government, in Aragon are perfectly achievable, thus generating two levels of demand for public behavior are difficult to justify: the case of disparity occurs more evident rules on conflict of senior interests, given the enormous permissiveness and opacity of the regulation of Aragon, despite being adopted after the General Administration of the State.
Therefore, and because the balance of the work of government must also be done from civil society, even if not used for this billboard-like institutions do, the Association has sought to specifically address the President of the Government of Aragon Marcelino Iglesias, to express his disappointment at the insufficient measures driven on public ethics, which places our region in a position clearly far from what is the current national and international measures favoring good governance and institutional quality.
is played, then the full text of the letter addressed to the President of the Government of Aragon:
"Hon. Chairman of the Government of Aragón Aragón Government
Zaragoza, April 25, 2011.
Dear Sir:
Al found near the end of this legislature, we feel the need to express our disappointment at the lack of momentum of effective governance and good management, not having promoted the adoption of a Code Good Governance-similar to that adopted by the Government of Spain in 2005 - or rules conflicts of interests of senior officials of the Regional Administration comparable to that approved in 2006 for the General State Administration. Aragon
As citizens and public servants lament the lack of project administration and civil service and repeated violation of the rules on access to public, provision of public jobs or salaries, with the consequent collapse of the principles legality, transparency and administrative efficiency.
We can not resign ourselves to our region does not equate to quality and standards of democratic accountability to the levels reached by the General Administration State or other regions, such as, for example, Navarra and the Balearic Islands, which have recently passed laws aimed paths to good government, nor can we ignore, either, that, despite requests that we have addressed in this regard, the Government will continue to breach the fundamental right to petition exercised by disloyal citizens and institutions with the Justice of Aragon, by failing to adequately meet their demands for information.
is no time to repeat past requests or make new ones, because the present legislature and we should give it terminated in what projects or initiatives affecting good governance, but also we would like to express our dissatisfaction the lack of government initiative in this field and the political and social reality that it largely has contributed to our society by subtracting strength and credibility to the institutions.
This Association reiterate, in the course of the next term, his proposals for good governance, in the hope of finding new leaders in the greater responsiveness and concern for public ethics.
Sincerely, Guiral Pelegrín
July. President of the Association for Civil Defense Aragonesa "
